Newly elected City of Tshwane Executive Mayor, Cllr Nasiphi Moya, has unveiled a 100-day priority plan aimed at improving service delivery in the city.
During her announcement, Mayor Moya revealed she had received comprehensive reports on the state of the city. She then outlined a six-pronged strategy focused on strengthening the city’s financial position.
“Our goal is to achieve a fully funded budget by March next year,” said Mayor Moya. “Before presenting these plans to communities, significant groundwork will be completed, particularly in revenue generation.”
The mayor emphasised creative approaches to address key challenges. “We will implement innovative solutions to manage our debtors and tackle illegal connections to build our fiscal capacity. We have detailed short-term programs designed to strengthen the city’s economy,” she explained.
Mayor Moya outlined comprehensive economic support measures. “Our approach ranges from supporting major investors, both private and public, to assisting SMMEs and informal traders. Job creation is a priority as we aim to reduce the city’s unemployment rate, which currently stands at nearly 35 percent.”
“By fostering economic growth, we can expand our ratepayer base and increase investments, whether through government partnerships or by raising our capital,” she stated.
The mayor highlighted the critical importance of infrastructure development, particularly focusing on water, electricity, and waste management systems.
“Our fourth priority is ensuring equitable service delivery and maintaining a clean city. We must get the basics right: fixing potholes, repairing streetlights, and keeping our city clean,” Mayor Moya said.
These initiatives will begin with the launch of the “Re A Spana” programme. The mayor also emphasised the importance of bylaw enforcement, stating, “Without proper bylaw enforcement and crime prevention, we cannot sustain these initiatives.” She concluded by announcing plans for intensive bylaw enforcement across all regions of the city.”
